Michael Garcia is a senior policy advisor for the national security program at Third Way, a US political think tank. In his role, Michael focuses on US cybercrime enforcement and national security issues. Prior to Third Way, he served as the director for external engagement and outreach at the US Cyberspace Solarium Commission, a congressionally mandated commission that developed a report on the strategic approach to defending the United States against cyberattacks. Michael also has extensive experience on state homeland security issues from his work as a senior policy analyst at the National Governors Association (NGA)’s Homeland Security and Public Safety Division. At NGA, he consulted with state policymakers to help governor’s offices develop and implement executive orders, legislation, policies, and strategies on cybersecurity, countering violent extremism and emergency communications issues. Michael holds a master’s degree in public administration with a concentration in international stabilization and recovery operations from James Madison University.
